Gradually mix in the milk and the dry ingredients, scraping down the sides of the bowl as needed.
Spoon the batter into the cupcake liners, filling them about ¾ full.
Bake for 15-18 minutes, or until a toothpick inserted comes out clean. Allow to cool completely.
In a clean bowl, cream together the confectioners' sugar and softened butter with an electric mixer.
Add the vanilla extract and heavy whipping cream, mixing until fully combined and smooth.
Use a piping bag to frost the completely cooled cupcakes. Add decorations as desired.
